During the years of 1994 and 1999, Grover Arnett served as a Magoffin County attorney. In that position, he always put the county first and making sure the needs and best interests of the people were being met. One of his achievements during this time was helping to block the legal establishment of an out-of-state garbage dump in Magoffin County. He was determined to take care of the people both in protecting their environment through efforts such as the garbage dump block as well as establishing an impressive 95 percent conviction rate for DUI offences and assisting on the largest drug conviction in the county’s history in Knott’s County’s first-ever marijuana cultivation conviction.
Before acting as a Magoffin County attorney, in 1985, Grover Arnett earned his Bachelor’s of Arts in Elementary education from Alice Lloyd College and served as student body president, and graduated salutatorian. This degree choice came from a desire to help people. And after his undergraduate studies, he went on to earn his Juris Doctorate from Northern Kentucky University Salmon P. Chase College of Law. He found that with a law degree he could help create change and during his graduate years, he was a recipient of an academic achievements scholarship. This scholarship motivated and inspired Grover Arnett to later put those skills into practice and he wrote fundraising materials to help raise scholarship funds for students in need.
